Action needed: Pat McQuaid - Yes or No was created by Neal Hudson
Ok I'm going to keep this as short as possible, because time is of the essence. Pat McQuaid is up for his 3rd Term as UCI President, if nominated by Cycling Ireland

There has been a resignation from the Cycling Ireland board over this - Anthony Moran called it a day after he was the lone voice of discontent:

I would like to add to that, and am looking to see what the feelings are from members in order to get a consensus to bring to our Club Secretary - Dave McLoughlin

If you disagree, and think that Pat McQuaid should stay - please send the email entitled 'Pat Should Stay'

We need to act quickly either way - there is a Cycling Ireland Board Meeting this evening - Friday 26th April, and in advance of this our Club Secretary needs to know what way the members feel. Now is your chance to make a change at the very top of cycling.

Please act, and send the email whether you think he should go or stay

Thank you to everyone who made their opinion on this issue known.

Just to keep everyone up to date, I received just under 100 e-mails on the subject yesterday afternoon, almost 99% of which were either calling for an EGM, or entitled "Pat must go".

We let Cycling Ireland know that our members felt there should be an EGM on the matter (rather than the club calling for one, which would have required an EGM of our own), as did a number of other clubs. The board of CI then made the decision to hold an EGM on the matter, the details of which are to be announced next week.

We will wait to see what format the CI EGM will take before deciding on our next course of action, but it seems probable that we will be holding our own EGM to have a formal vote on this.

Notice of Extraordinary General Meeting of Irish Cycling Federation (“The Company”), trading as Cycling Ireland.
NOTICE IS HEREBY GIVEN that an extraordinary general meeting of the Company will be held at 11 a.m. on the 15th day of June, 2013 at the Red Cow Moran Hotel, Naas Road, Dublin 22 to consider and if thought fit pass the following resolution which will be proposed as an ordinary resolution:
"That Mr. Pat McQuaid be and is hereby nominated by Cycling Ireland to stand as a candidate for the Presidency of the UCI at the 2013 UCI Congress and that the said nomination be executed and submitted forthwith by the Board of this Company.”

We will wait to see what format the CI EGM will take before deciding on our next course of action, but it seems probable that we will be holding our own EGM to have a formal vote on this.

Any plans to hold a club EGM? Or if not how will the club decide how to vote at the CI EGM?

As per the front page news item, our EGM to decide the club vote on this will be held at 7.30pm on Monday 27th May in Milltown Institute. All the details are at orwellwheelers.org/news-and-events/492-egm-and-other-dates.html (Please note the other dates for marshalling!)

If you have any procedural questions please ask them here. We're asking members not to use the forum as place of debate, but rather to save that for the night, where discussion can be chaired properly. This may prove to be an emotional issue, and we're not in a position to moderate the forum 24/7.

The follow-on from our own EGM is that we send six delegates to vote at the CI EGM. This will be held at 11am on Saturday 15th June. If any club members are able and willing to attend, please let us know at This email address is being protected from spambots. You need JavaScript enabled to view it.. Each delegate casts a single vote, so if there are only four members willing to be delegates, then we only get four of our six entitled votes. Which diminishes our voting power and is bad, obviously.

We will have one principal speaker in favour of the McQuaid nomination, and one speaker against. Thereafter, each member who wishes to address the floor will be allowed to speak once, and given two minutes to do so.

What's the criteria for the selection of these two speakers?

The committee have two members in mind who are involved in the club, and have shown both the depth of their feelings on the issue and their dedication to both Orwell and CI by taking action on it in the past. They're also both decent public speakers, who would be used to taking the floor. But we haven't yet confirmed their availability for the night.

So - rather than leave it to a democratic decision in his home country. Pat McQuaid has decided to get the Swiss Federation to back him.

From reading, this appears to raise a few questions:
  • Is Pat McQuaid now a member of a Swiss Cycling Club?
  • If so - is he still an honourary member of Cycling Ireland?
  • Is his nomination by Swiss Cycling valid??

The CI EGM is still going ahead btw. It might be a moot point whether CI nominate McQuaid, or it may not be...

Just a reminder that the EGM is happening this coming Monday.

With the CI EGM still going ahead, we still need to decide which way to vote. It may be a moot point, but if some technical or legal objection is raised about Pat McQuaid's membership of the Swiss federation, he may be depending on CI to nominate him anyway. The CI vote could be crucial, and even if unnecessary in the end, will send a message either way to Pat McQuaid that he is supported by the Irish federation, or that he is not.

If you have feelings either way, please come along to the EGM and let them be known. And if you're willing to act as a delegate to the CI EGM, please let us know.

My understanding is that while the McQuaid Swiss nomination is 'secured', it is not official and will only be used if he fails to secure the Irish nomination at the CI EGM. It seems there are significant arguments against the Swiss nomination being valid and that a dedicated group is at work to ensure that McQuaid is not nominated through an invalid loophole. Basically, even though it may seem right now that the CI EGM vote and the Orwell EGM vote on Monday are not important, your vote could be of the upmost importance in the events of the coming weeks with regards to the UCI presidency. If you feel strongly either way about McQuaid being our UCI leader please show up to cast your vote on Monday.

Just to reinforce Patrick's call for as many as possible to attend the meeting on Monday night, it seems to me that this is a situation where your vote (either way) could genuinely have a huge impact. Pat McQuaid's Swiss nomination may turn out to be invalid, in which case he will depend on a nomination from Cycling Ireland. Orwell are the biggest club in Ireland, with 6 representatives, so how our representatives vote at the CI EGM could easily be the difference either way. Your vote at the Orwell EGM on Monday will decide how our 6 votes will be cast at the CI EGM. So your vote could decide whether Pat McQuaid continues as UCI president or not.

So of a total of 36 attendees, plus Dave Tansey as neutral chair, the vote was 31-5 against the motion. Thus, with the against side having more than the 25 votes needed to secure a two thirds majority, the six delegates will be instructed to all vote against the motion.

Thanks to all who came tonight, especially those who made a contribution, and doubly so to Paddy Doran and Dick O'Brien for presenting the cases for and against.
